| Summary, etc. | Article looks at progress in the creation of development plans during the period since the introduction of the Planning and Compulsory Purchase Act 2004 - examining submissions made by local planning authorities for independant examination. Points drawn from these include the fact that while procedural requirements are being met, compliance with requirements on community involvement are not being met and that those responsible for the plans are failing to 'add value' to local policy development. The author suggests that monitoring and implementation need to be controlled more strictly and closes by saying that the new style local development plans may actually be slowing down the planning process, as opposed to simplifying it in the manner intended by central government. |
