Summary, etc. Announces The Private Rented Housing (Scotland) Bill which is aimed at improving the law on registration of private landlords and which gives councils greater powers to deal with bad landlords. Landlords will also be required to provide information on tenants' rights and responsibilities, and penalties will be increased, with the maximum fine increasing from £5 000 to £50 000. Courts will also be given power to ban convicted landlords for up to five years.
