Includes the following recommendations; setting up an Authorised Housing Investment Trust; energy efficiency loans; reinstating the Housing Corporation three year investment programme to 1993 levels;use of local authority capital receipts for refurbishment and maintenance of housing stock; easing of rates burden on empty property; continuation of transitional relief; introduction of depreciation allowances; anomalies over capital allowances; adjustment of fiscal policy to aid clean up of contaminated land; review of grants and tax relief to enable a sustainable forestry policy; remove Taxes Act 1988 s397 which prevents farm losses being set against other income; a number of measures for heritage property; preservation of indexation relief for capiatl gains tax.
