Discusses existing methods of pre-design cost estimating for the mechanical and electrical (M and E) services elements of building projects. The research found that there were serious deficiencies in the availability, format and detail of cost information for M and E services, which prohibited further advances to research in this area. It concludes that there are relationships between building form and function and M and E service costs, but qualifies this by saying that the influence of M and E services quality could not be examined, due to lack of suitable qualitative data.
