An evaluation of s106 planning agreements by the Joseph Rowntree Foundation, supported by other bodies including RICS, which argues that the growing use of 'planning gain' powers to secure social housing from developers has done little to raise the total number of affordable homes being provided. The study also considers the cost of building affordable homes and who bears those costs.
