Statement made by the Planning Minister Richard Caborn to add to and clarify the guidance in PPG6 in the light of the issues raised in "R v Hambleton DC ex p Somerfield Stores Ltd". The statement outlines the government policy on out of town leisure and retail developments. This requires applicants to demonstrate the need for additional facilities, that these could not be accommodated on sites in more central locations. Local authorities are required to treat any extension to existing facilities in out of town locations as if they were new development.
