This report examines whether the present system of highway adoption is supporting the delivery of the quality residential environments sought by PPG3. Considers the technical, legal and institutional context, aims to identify impediments that prevent the achievement of better quality and more innovative residential layouts, and sets out recommendations on how these problems may be overcome.
