Amend the Local Authorities (Calculation of Council Tax Base) Regulations 1992 to take into account the insertion of s11A into the Local Government Finance Act 1992. S11A will allow billing authorities to reduce the discount from 50% to a minimum of 10% for categories of dwellings prescribed in the Council Tax (Prescribed Classes of Dwellings) (England) Regulations 2003. A new Regulation 5AA is inserted into the 1992 Regulations which will allow billing authorities to calculate relevant amounts for financial years beginning on or after 1 April 2004.
