Presents the full text of the Planning and Compulsory Purchase Bill as brought from the House of Commons on 10 December 2003. The Bill consists of nine parts: Part 1 concerns the development of regional spatial strategies for all regions but London; Part 2, provides for the preparation of local development documents; Part 3, updates the definition of development and imposes a duty of sustainable development on those with plan-making functions; Part 4 deals with development control; Part 5 introduces a slip rule allowing correction of specified types of error in decision letters; Part 6 reforms the Welsh development plan system, allowing the preparation of a spatial plan for Wales; Part 7 ends Crown immunity in the planning system in England and Wales and similar substantive provision for the Scottish planning acts; Part 8 deals with the compulsory acquisition of land with provisions for an improved compensation system; Part 9 covers miscellaneous and general issues.
