These two DEFRA/Environment Agency (EA) research and development technical reports are derived from the flood risk assessment guidance for new development research and development project (FD2320). This is part of the joint DEFRA/EA research and development programme for flood and coastal defence under the theme of risk evaluation and understanding uncertainty. The project provides guidance on the assessment of flood risk and its mitigation to assist with the regulation and planning of new developments in England and Wales and defines what is an appropriate assessment of flood risk at all scales of decision-making and for all types of development. "Technical report 1 (TR1)" provides an overview of the framework, guidance and tools developed as part of the project it is intended as an introduction to the framework for those using it for the first time. "Technical report 2 (TR2)" provides full documentation and tools developed as part of the project.
