The Scottish Executive White Paper sets out a package of measures to realise the Scottish Executive's aim of modernising the planning system. The modernisation proposals are: placing development plans at the heart of the planning system, ensuring that the planning system is fit for purpose, encouraging greater efficiency in the development plan preparation and the determination of planning applications, facilitating the involvement of people in planning and recognising planning's role in delivering sustainable development. A planning Bill to implement the proposals requiring legislative change will be introduced during the current parliamentary session.
