The key elements of this approach are: robust evidence-based need and demand assessments and development of plan policies, which look at housing markets and are developed in partnership with stakeholders; a pro-active approach using positive planning to deliver appropriate housing land, keeping provision under review and maintaining a rolling five-year supply of housing land within a 15-year time horizon. Responses are invited by 9 September 2005 and a summary of the responses will be published on the DCLG website by the end of December 2005.
