ODPM Circular 07/2005 explains the new procedures for handling major infrastructure project inquiries in England. The definition of a major infrastructure project as a planning application for a development which the SoS thinks is of national or regional importance is set out in the Town and Country Planning Act 1990 s76A as inserted by the Planning and Compulsory Purchase Act 2004 s44 and is no longer set out in the Rules (see L130591). These procedures apply to major infrastructure projects initiated on or after 24 August 2005 with inquiries announced before then continuing to be processed on the basis of existing procedures and guidance. The purpose of the new inquiry procedures is to significantly improve the time taken to handle major infrastructure projects and the procedures will be monitored over a five-year period.
