Seeks comments on the proposed changes to the existing waste management licensing exemptions relating to hazardous waste in England and Wales. On 12 October 2004 the European Court of Justice declared against the United Kingdom for failure to fulfil its obligations under the hazardous waste directive (Directive 91/689/EEC). The consultation proposes changes that fully meet the requirements of the directive and together with the Hazardous Waste (England and Wales) Regulations 2005 and the Hazardous Waste (Wales) Regulations 2005 that will complete the full transposition of the directive in England and Wales. Responses are required by 16 December 2005.
