This report contains the final recommendations of the New Local Government Network's City Regions Commission. It calls on government to pass greater power and responsibilities to new local authority alliances and advocates an incremental approach to City Region development. Local authorities should form alliances within naturally occurring boundaries with executive decisions being made by a senate of leaders drawn from the component councils.
