The guide has been produced to assist Regional Planning Bodies and others involved in the revision of Regional Spatial Strategies (RSSs) develop a robust framework for performance review and monitoring of RSSs. It replaces the November 2002 ODPM guide "Monitoring regional planning guidance" and elaborates on the advice set out in chapter three of (PPS11) "Regional spatial strategies". It provides a step-by-step approach to developing appropriate monitoring frameworks and advice on the use of objectives and formulating targets and indicators.
