This consultation on Planning-Gain Supplement (PGS) forms part of the government response to Kate Barker's review of housing supply. It focuses on how increases in land value created by planning decisions can be released more effectively to help finance the infrastructure needed to stimulate and service growth and ensure that local communities better share in the benefits that growth brings. Discusses what PGS is, valuing PGS, the scope of PGS, financing infrastructure through the planning system, allocating PGS revenues and the issues for consultation. The consultation closes on the 27 February 2006
