Online resources: Summary: This is the final report of a study into the operation and effectiveness of the Code of Best Practice on Mobile Phone Network Development (CoBP) carried out by the University of Reading and Arup on behalf of the ODPM. Presents key findings on how local planning authorities have operated the guidance in CoBP and on the public perception of CoBP's effectiveness. COBP has significantly improved the process of planning for mobile network development, setting out what is expected of operators, agents and local planning authorities, but there remains a lack of trust. Where operators and agents comply with CoBP it is considered to be working well. Recommendations are made including the need to revise CoBP to reflect the ongoing evolution of network development.
