This report is part of a Law Commission project to modernise and simplify the law on housing tenure and to replace the current, irrationally complicated law governing the relationship between those renting their homes and their landlords with a understandable and just legal structure. It recommends a simple system of secure and standard contracts in place of the existing multiplicity of tenancy and licence types. It allows for the abolition of secure tenancies, assured tenancies, assured shorthold tenancies, introductory and demoted tenancies and various varieties of common law tenancies. Rent Act tenancies would be the only major existing form of tenancy not to be abolished. Volume 2 contains the draft Rented Homes Bill.
