Examines the increasing trend of housing associations becoming engaged in groups and merger activity and forming constitutional partnerships. Reports that larger associations and groups are beginning to dominate the housing association sector with 1% of associations collectively owning 35% of the total housing association stock. Looks at the significant rise in the number and scope of non-constitutional partnerships covering diverse functions from property procurement, goods and back office services to the provision of community services. Assesses the cost-benefits of these groups, mergers and non-constitutional partnerships, summarises the views of tenants and makes recommendations for housing associations and the Housing Corporation.
