Examines the potential for significantly improved resource efficiency in the existing stock of 21m homes in the UK. Presents the findings of an analysis of the technical improvements that could be made in existing homes to minimise resource use. Aims to inform policy makers of ways in which policy decisions could help accelerate the installations of those technical measures. Advises how the Sustainable and Secure Buildings Act 2004 might be used to deliver these improvements.
