Introduces a new arrangement to safeguard against cases where local planning authorities have granted planning permission for inappropriate development in flood risk areas, against Environment Agency advice. The Direction requires a local planning authority to inform the SoS of any application for major development in a flood risk area, where it is inclined to grant permission, against advice on flood risk from the Environment Agency. Comes into force 1 January 2007.
