The phase I report reveals that there are a number of barriers to overcome to achieve quality of place, and sets out 16 recommendations which cover the changed role of housing, skills and culture change, policy and research, and funding, powers and delivery. Phase II will be more forward looking and develop the recommendations from phase I into practical suggestion for change.
