Examines ways in which the problem of tolerated trespass might be overcome. Many thousands of residential tenants have become tolerated trespassers. This usually occurs when a court makes an order to vacate owing to rent arrears but the landlord permits them to remain and make arrears payments in addition to rent. Tolerated trespassers lose most of the rights enjoyed by ordinary tenants. Assistance to those currently affected is considered, as well as how to avoid more tenants becoming affected. Responses are due by 2 November 2007.
