Nearly one in four commercial developers in the October survey reported a rise in total activity, compared to less than 16% who recorded a fall. The Total Commercial Development Activity Index was 8.4% in October, below the 2007 average (14.7%) and the 2006 overall (19.7%). London saw the weakest rise in commercial activity since June 2005.
