Reviews the implementation of Directive 2002/91/EC in the individual EU member states. For each member state, looks at: adoption and methodology (Art 3); setting of energy performance requirements (Arts 4-6); certification of energy performance of buildings (Art 7); boiler and A/C inspections (Arts 8 and 9); and training of independent experts (Art 10). Reveals most member states have found implementing the directive a significant challenge, with only five full implementations and 20 infringement procedures at the time of publication. Countries such as Denmark, Germany and the Netherlands that already had energy saving measures set up generally found it easier to transform these into the new requirements. Conversely, some of the new member states have struggled due to their inefficient prefabricated building stock.
