Summary: Investigates the measures, market transformation and behavioural changes needed to ensure the UK meets its 2020 and 2050 targets for residential carbon emissions. Reveals that short payback energy efficiency measures do not go far enough; significant numbers of low and zero carbon technologies and solid wall insulation are required. Recommends a range of policy measures to improve residential energy efficiency. These include fiscal measures, low interest loan scheme, Supplier Obligation, minimum standards at point of house sale, reforming the energy market, and evaluating personal carbon trading or carbon taxes.
