Also abolishes the Urban Regeneration Agency and the Commission for the New Towns and makes provision in connection with their abolition, including: the regulation of social housing; the abolition of the Housing Corporation; provision for sustainability certificates, landlord and tenant matters, building regulations and mobile homes and for housing and connected purposes.
