Sets out a strategic approach to the management of the seas around Scotland and invites the comments of interested parties on the proposals. It is hoped that the legislative and management framework being proposed will deliver sustainable economic growth in the marine environment. Specific proposals include the creation of a stable investment environment; a reduction in the regulatory burden; nature conservation; and the creation of a new marine management organisation called Marine Scotland. Deadline for comments is 6 October 2008.
