Finds that tenants are paying for services, sometimes at a high cost, and some are receiving a quality of delivery which represents poor value for money. Expresses disappointment that there is still little evidence of improvement in service delivery and compliance with the 2007 RICS 'Code of Practice for Service Charges in Commercial Property'. Estimates it will take up to five years before substantial headway towards compliance is seen in the sector.
