A paper presented at the COBRA Conference in New Delhi on 10-12 September 2013. Proposes that a Best Value (BV) Performance Information Procurement System (PIPS) approach, which has shown considerable performance improvements in other countries, can be implemented in India. The effort will have two key components: a college education program to educate future construction managers and the identification of owner and vendor visionaries who will run tests.
