Provides guidance on the key elements of the Planning and Compulsory Purchase Act 2004. Examines the new regional planning system, local development frameworks, the statutory duty for or to enable sustainable development, new development control provisions including those affecting mezzanine floorspaces, planning contributions and the increased powers available to local planning authorities to use compulsory purchase. Appends tables covering the local development system, the development control provisions and the commencement timetable. Points out the concerns of some about the inherent conflict between greater speed and greater community involvement in the new system and local planning authorities' lack of resources to deliver plans and make decisions on planning applications within the timetables envisaged by the new system.
