B`s challenge to the CPO was on two grounds: 1) that the order was made for reasons other than those covered by Housing Act 1985 ; 2) that no clear reasons were given for the order`s confirmation. QBD held that the inspector had asked the right question, namely, had B demonstrated a likelihood of completing the works speedily so as to produce accommodation available for letting.
