This article examines their interpretation by considering two significant planning appeals decided against the applicants: Land at Lightmoor Colliery Spoil Tip and Middleridge Enclosure, Near Cinderford,Gloucs in the Forest of Dean (APP/T1600/A/83/008420); and Land at Barcus Close,Near Burnopfield,County Durham (T/APP/Y1300/A/8410480/P5), both were decided in October 1984.
