Landlords argued that following the 1988 Housing Act, a real market for rented property had emerged providing a sound basis for `market rents less scarcity` formula to apply. Landlords` valuer offered the opinion that 10% reflected scarcity. Decided that the `market rent less scarcity` principle did not apply in this instance and the rent officer had under-assessed the fair rents.
