In the early 1980s the council decided to build a new Civic Centre and invited applications from contractors to be entered onto the tendering list. On 31 March 1983 F applied to be on the list. The letter showed D as a local director whose wife was a senior assistant architect employed by the council. In November the council shortlisted six companies including F who were to be invited to tender. By this date D`s wife had become principal architect to the council. In June 1984 F and four other companies submitted their tenders. D`s wife wrote to the Borough Engineer disclosing an interest under Local Government Act 1982 s117 although he had realised the situation before this. D`s wife was due to be on the appraisal team however the Borough Engineer had second thoughts and took her off the team replacing her with the County Architect.
