In addition to these changes to primary legislation, a new set of regulations, Town and Country Planning (Listed Buildings and Buildings in Conservation Areas) Regulations 1987 have been made to replace the 1977 regulations. A major new circular (8/87) has also been produced by the DOE. This article describes the effects of these and other relevant changes in legislation and also comments on recent judicial decisions in this field.
