P challenged the validity of the plan on the grounds that R failed to give adequate reasons for rejecting the Inspector`s recommendation and was in breach of Town and Country Planning (Structure and Local Plans) Regulations 1982. This application was dismissed on the grounds that R`s reasons were adequate and intelligible.
