In 1999 the SoS informed the former owners of the airfield (R) that there had been a material change of character of the land within the meaning of r9 of the Crichel Down Rules, and that nothing under r14(7) required the respondent to offer the land to the former owners. R challenged the decision. Held, application dismissed. Rule 9 had been correctly interpreted.
