In AACE International's Constitution TCM is defined as - 'a systematic approach to managing cost throughout the life cycle of any enterprise, program, facility, project, product or service'. The aim of the TCM Framework is to provide a systematic approach to TCM. It will consist of a process map and supporting text, which provide an overview of the scope of all the sub-processes and functions of cost engineering, and how these processes relate to one another.
