The perception of EU procurement directives and ConstructionLine are examined, together with contractor evaluation criteria. Whilst the findings show that half of all local authorities place greatest importance on the lowest tender it is recommended that they further consider best value, non-conventional procurement methods and apply more standard procurement regimes.
