Summary: Research by RICS warns that the slowness of regional development agencies (RDAs) to implement replacements for the Partnership Investment Programme (PIP) will undermine government plans for regeneration of brownfield land. The RICS report recommends that the DTLR negotiates a new Europe-wide regeneration framework allowing individual member states the freedom to fund private sector initiatives.
