Discusses the planning reform Green Paper. Identifies three issues it deals with. The problems with the current approach to planning, the proposed system of local development frameworks and the proposals to reduce the delays. Puts the Green Paper in its historical context, explains how it seeks to eliminate the duplication of control by introducing a single planning consent regime, which will simplify and speed up the process and highlights the options suggested for limited third part appeals.
