For a BID to proceed, the majority of firms in the zone must vote in its favour and then all firms will be liable to pay the BID levy. Local authorities will be responsible for paying for the referendum campaign up front and will not recoup that cost if the BID does not proceed, a penalty that will be viewed negatively. 23 areas have been selected to pilot the system.
