Examines the ways that liquor licensing and planning legislation in Scotland interact and considers the effects this has on licence applications. Provides a legislative background with reference to the Licensing (Scotland) Act 1976 s23(1), the Town and Country Planning (Scotland) Acts 1972 and 1997 and the Town and Country Planning (Use Classes) (Scotland) Order 1997. Provides the solution to the problem of applying for a liquor licence for the cafe part of a museum and discusses the more complex cases of "Edinburgh City Council v Scottish Ministers"(CSOH Abs66121), "Leisure Inns (UK) Ltd v Perth and Kinross District Licensing Board" ([1993] SLT 796) and "Conquest Europe Ltd v Edinburgh City Council" (2001). Concludes that proposed Scottish licensing reform needs to be matched with a review of planning legislation to meet public needs and the requirements of business. Case law.
