The report recommends the establishment of statutory commons associations with powers to regulate the agricultural use of one or more commons subject to the approval of the SoS or National Assembly and statutory regional advisory boards to advise the same on the confirmation or not of these regulations. The SoS and the National Assembly should have reserve powers to intervene in the unsustainable agricultural use of common land. A public consultation is expected in June 2003.
