Examines the evolution of Glasgow City Council's planning policy for houses in multiple occupation (HMOs) and its relationship to environmental health matters. Glasgow City Council has been at the forefront of a corporate approach to HMOs and its experience highlights the advantages and disadvantages of the current legislative regime. Covers the history of HMOs, the need for a HMO planning policy and the policy in action and the complexities of defining HMOs. Discusses the national licensing scheme and its operation in Glasgow. Looks at the recent Scottish Executive licensing scheme consultations and draws conclusions about the future operation of the licensing scheme.
