Outlines RICS' contribution to the Barker review of housing supply, whose interim report is due in autumn 2003 and final report in spring 2004. The RICS submission points out the rapid decline in house building levels due to the collapse of the social and affordable housing programme, the imbalance between household formation' numbers and new house building totals, possible planning system improvements, the need for new investment vehicles in the sector and a range of proposals concerning compulsory purchases, compulsory leasing of empty properties, restriction of right to buy, higher-density housing options and reduced VAT on repair and refurbishment.
