R alleged that i) N had breached the requirement in the Town and Country Planning (Environmental Impact Assessment) (England and Wales) Regulations 1999 3(2) by not stating in its decision that it had taken environmental information into consideration ii) the notice failed to satisfy Reg 3(2) requirements iii) noted a failure to include on the register a statement of the main reasons for the decision and that iv) it had been unlawful to exclude R from thecommittee meeting.
