RICS sees the proposals to reform the system of planning for housing provision as meaning the abolition of the 'plan, monitor, manage' approach to housing numbers which government has admitted has failed. Ministers are seeking now to allow the planning system to respond more quickly to the housing market so that more homes can be built where they are needed through a rolling 15 year pool of land supply.
